According to the National Research University Higher School of Economics, funding for research and development has sharply increased in total expenditures on innovation activities to 37.8% in 2022 from 27.5% in 2018. At the same time, newly introduced or subjected to significant technological changes goods, works, and services account for two-thirds of the output, while products new to the market account for less than a quarter (22.4%).
In general, investments in research and development (R&D) in processing in 2022 at constant prices increased by 65% compared to 2018 - to RUB 437.1 billion.

In the first quarter of 2024, the Russian government updated the requirements for SEZ investment projects. The criteria define the minimum threshold of required investments: when constructing facilities in port SEZs, a business must invest at least 400 million rubles in the project, and when carrying out production activities - at least 120 million. If an industrial project is being implemented on already completed areas, the minimum investment threshold must be at least 30 percent of the specified amounts.
The Republic of Mordovia
A youth laboratory for developing the technological basis for producing artificial implants and gel substances for the regeneration of damaged nerves and blood vessels will be created at the Mordovian State University named after. N. P. Ogareva. The laboratory will be opened at the Faculty of Biotechnology and Biology. The study of new approaches and possibilities for preventing the death of nerve cells in somatic nerves will make it possible in the future to develop drugs that can be highly effective due to their targeted effect on certain parts of the receptor system for restoring the functions of nerve conductors.
The Republic of Sakha (Yakutia)
The implementation of a large investment project in Yakutia will allow the extraction of 3 million tons of gold ore per year. In the Aldan region, at the Khvoinoye production complex, a large-scale construction of a gold extraction plant is underway. PJSC Seligdar is one of the largest taxpayers in the republic: more than 3.7 billion rubles were allocated to the regional budget in 2023.
It is planned to implement several projects in Yakutsk: “Old City-2” (3.2 billion rubles), construction of the Cosmos hotel (2.2 billion), a 4* hotel (2 billion), an interuniversity campus (20.1 billion), an educational laboratory building with vivarium (4.6 billion), supercampus (14.3 billion), cinema pavilion (11 billion), storm sewer system (3.2 billion), 4th stage of the Sayuri agricultural complex (2.8 billion), modernization of outdoor lighting (7.9 billion), preparation of the investment site “Touristic site” (168 million). The search for investors is currently underway.
The Far East and Arctic Development Corporation (KRDV) and the Government of the Republic of Sakha (Yakutia) held a meeting on cooperation and implementation of investment projects in the region. Among the most significant were investment projects for the creation of new transport corridors on the border with China “Jalinda - Mohe” and the deep-water seaport of Naiba in the Bulunsky district as part of the development of the Northern Sea Route.
Republic of Tatarstan
At the end of 2023, investments in fixed assets in Tatarstan reached 1.18 trillion rubles. The growth rate of investment in fixed assets compared to 2022 was 122% in comparable prices.
Altai region
A record amount of investment was made in the region's tourism industry in 2023: 3 billion rubles. Most of the private funds were allocated for the development of infrastructure facilities on the territory of large investment sites, such as Biryuzovaya Katun, the Siberian Coin gambling zone, and the Belokurikha Mountain tourist area.
At the end of 2023, the index of industrial production of Altai enterprises was recorded at its maximum value over the last 16 years - 105.8%. The production of automotive components in Altai has increased by almost one and a half times. There was also a noticeable increase in car manufacturing, production of finished metal products, electronics and coke.
Krasnoyarsk region
Russian President Vladimir Putin launched the work of a new youth educational center in the Krasnoyarsk Territory. In the videoconferencing mode, the head of state opened a year-round competence center in the area of “Sports and Health”. The main task of the new center in the Krasnoyarsk Territory will be sports education and instilling values, such as a healthy lifestyle, the development of strong-willed spirit and character of young people. The second site of the competence center in the Krasnoyarsk Territory will be the Biryusa youth forum, the educational cluster of which will be modernized by the summer of this year.
Perm region
Scientists from the Perm State National Research University (PGNIU) won two grants from the Russian Science Foundation “Conducting applied scientific research within the framework of the strategic initiatives of the President of the Russian Federation in the scientific and technological field” in the direction of “Microelectronics”. The university will receive 180 million rubles for research.
Irkutsk region
An interregional chemical cluster was created in the Irkutsk region, which was included in a special register by the Ministry of Industry and Trade. The cluster unites chemical enterprises of the Irkutsk region, the Republic of Bashkortostan, the Omsk region, the Chuvash Republic and the Republic of Mari El. It consists of 11 enterprises, seven of which are located in the Angara region. The main goal of creating this cluster is to strengthen the technological sovereignty of the country, develop the chemical industry and increase the competitiveness of manufactured products.
Lipetsk region
Russian President Vladimir Putin opened a new educational center “Technology” in the Lipetsk region. Area of activity: IT competencies. They plan to hold youth forums, seminars, and hackathons here. It is planned that this year the all-Russian forum “Area of the Future” will be held at the center.
Nizhny Novgorod Region
Agreements on the development of human resources using SEZ resources were signed in Dzerzhinsk. On the basis of Technopark N2O they will train and retrain specialists for Nizhny Novgorod enterprises, introduce innovative achievements of science and technology into the production process, and develop new areas of scientific research. The agreement also implies the possibility of organizing internships for students and employees of NSTU Alekseev on the basis of residents of the technology park.
