The State Duma is discussing plans to develop a preferential regime for SEZs. Deputy Head of the Ministry of Economy Dmitry Vakhrukov notes that the development of SEZs should be “extensive”; for this it is necessary to continue working to remove restrictions and create additional incentives for growth. Thus, the department is considering the possibility of providing advances to regions for the construction of infrastructure, the costs of which will be reimbursed by the budget, as well as introducing some administrative relief for residents.
According to the Ministry of Economy, there are now 53 SEZs (there are plans to create new zones, for example, in Sheregesh, Tuva, Tatarstan and expand a number of existing ones), whose residents have so far invested 1.2 trillion rubles. (total declared 5 trillion rubles). According to preliminary data, in 2023 investments amounted to 400 billion rubles, which is twice as much as in 2022.
