Innovations in AIRR Regions: Digest, February 13

President Vladimir Putin has approved a list of instructions following the State Council meeting on personnel training for the economy. Among them is conducting a comprehensive analysis of the additional vocational education system to assess its alignment with the tasks of ensuring Russia's technological leadership, shared Kaluga Region Governor and State Council Commission Chairman Vladislav Shapsha.

The government has decided to scale up the experience of regions in implementing AI. Deputy Prime Minister Dmitry Grigorenko: "The regions already have successful experience and results in deploying the technology: today AI helps manage traffic flows, monitor law and order, safety, and cleanliness in cities. Despite the specific differences among RF regions, some tasks in regional governance are typical. Therefore, it is important for regions to exchange experiences."

The Russian Export Center presented the 2025 ranking of regional export support centers at the All-Russian conference "Made in Russia. Chosen Worldwide," held in Kazan. Among the leaders with the most effective export support systems for SMEs are regions of the Association of Innovative Regions of Russia (AIRR) - Bashkortostan, Tatarstan, and Novosibirsk Region.

Republic of Sakha (Yakutia)
Head of Yakutia Aisen Nikolaev met with Deputy Chairman of the Russian Government Alexander Novak on State Council Commission "Energy" issues, chaired by the governor. The key issue was increasing labor productivity in the energy sector.

Tomsk Region
Russian Minister of Science and Higher Education Valery Falkov discussed creating advanced drugs for tumor therapy at a research center in Tomsk Region - the Oncology Research Institute of Tomsk National Medical Research Center. Key topics included providing the site with infrastructure to implement a project for developing and producing biotechnological drugs, including mRNA vaccines.

Tomsk Region is creating a chemical cluster and developing competencies. Head of the Chemical Industry Department of the Ministry of Industry and Trade Arthur Smirnov visited the Siberian Chemical Combine, Siberian Titan, Engineering Chemical-Technological Center, Ilmenit, National Gas Company, and Tomsk State University. With region head Vladimir Mazur, they discussed developing the Russian Chemical Industry Development Strategy until 2035 (led by the region).

Physicists from Tomsk State University and the Institute of Strength Physics and Materials Science of the Siberian Branch of the Russian Academy of Sciences have developed an innovative material for food packaging. The new polypropylene film effectively suppresses the growth of pathogenic bacteria and fungi on its surface, destroying nearly 100% of microorganisms. There are no domestic analogs on the market yet.

Krasnoyarsk Krai
Governor Mikhail Kotyukov held a State Council Commission meeting on technological leadership. The key topic was assessing the effectiveness of tax support measures for R&D sector organizations. This instruction was previously given by Prime Minister Mikhail Mishustin following a strategic session on the science development model.

Students at Reshetnev Siberian State University of Science and Technology in Krasnoyarsk have developed an innovative tool for automatic correction of space images. The development will improve the accuracy of satellite data in environmental monitoring, agriculture, forestry, and urban planning.

Republic of Tatarstan
Young scientists from KNRTU-KAI have invented an innovative method for producing penographite — a next-generation carbon material that significantly increases the electrical conductivity of supercapacitor electrodes. This will enable compact and lightweight power sources for future technologies.

Nizhny Novgorod Region
NSTU has patented a unique software suite for managing industrial robots. The program is aimed at production facilities requiring automation of gripping, moving, and positioning parts and products of various configurations. The development ensures independence from foreign software suppliers.

Perm Krai
A heavy-class Proton-M launch vehicle with the Elektro-L No. 5 spacecraft lifted off from the Baikonur Cosmodrome. The first stage included six RD-276 engines manufactured in the PriKama region at Proton-PM JSC. It was these engines that lifted the 700-ton rocket off the ground and helped it overcome gravity, said Governor Dmitry Makhonin.

Vladimir Region
Governor Alexander Avdeev discussed prospects for the development of Vladimir's Akron plant, which has joined ROSNANO Corporation, with the head of the state corporation Sergei Kulikov. The enterprise is Russia's largest producer of acrylic dispersions and plans to modernize and continue implementing innovative technologies.

Arkhangelsk Region
Sevmashvtuz and the Severodvinsk Shipbuilding and Mechanical Engineering College (which trains specialists for the defense-industrial complex) are developing cooperation with St. Petersburg State Marine Technical University, adopting the experience of its scientific-educational cluster. The governor of Arkhangelsk Region, Alexander Tsybulsky, visited the production sites of the St. Petersburg university.

Irkutsk Region
A large-scale modernization of the machine tool fleet has been completed at the Irkutsk Heavy Machine Building Plant (which manufactures equipment for mining enterprises). As a result, the production of industrial equipment has increased 1.6 times. Developing in-house competencies in machine building and import substitution are priorities of the region's industrial policy, shared Governor Igor Kobzev.
