Innovations in AIRR Regions: Digest, March 13

We review key events in innovation, economic, and scientific development across the regions of the Association.

Khanty-Mansi Autonomous Area – Yugra, Republic of Tatarstan
Two AIRR regions were among the leaders of digital transformation in 2025, said Deputy Prime Minister of the Russian Federation Dmitry Grigorenko: “Today, regions demonstrate strong momentum in the rollout of digital technologies. But the key criterion for success is not reports, but real benefits for people. We assess how digital solutions improve citizens’ quality of life and make it more comfortable and safer.”

Irkutsk Region
Governor Igor Kobzev discussed the use of AI in the economy and social sphere with Deputy Prime Minister Dmitry Grigorenko. In the Irkutsk Region, IT solutions based on AI technologies have been successfully implemented in healthcare, as well as in state and municipal administration.

The region was visited by Russian Minister of Labor and Social Protection Anton Kotyakov. Together with Governor Igor Kobzev, they discussed providing the regional economy with qualified personnel and creating attractive and comfortable living conditions for families.

Altai Territory
Russian Minister of Economic Development Maksim Reshetnikov gave a high assessment of the Altai Territory’s development during a working trip. The region is showing positive dynamics across all key economic indicators, Governor Viktor Tomenko noted.

Republic of Mordovia
Head of the Republic Artyom Zdunov spoke at the board meeting of the Russian Ministry of Labor. He shared the region’s experience in building a system to support families with children – from young student families to large families with many children. Creating comfortable conditions for families is one of the most important factors in retaining qualified personnel for a high‑tech economy.

Kaluga Region
Governor Vladislav Shapsha reported on mechanisms for addressing staff shortages at an expanded meeting of the board of the Russian Ministry of Labor and Social Protection. He presented the results of the work of the State Council Commission on the “Human Resources” track.

Nizhfarm Group launched full‑cycle production of a medicine for the treatment of type 2 diabetes, Inkresink, at its plant in Obninsk. The drug is included in the List of Vital and Essential Medicines, which is an important step in the development of the Kaluga pharmaceutical cluster.

Ulyanovsk Region
A new production facility for safety system components is being prepared for launch at the UAZ industrial site, which was visited by Igor Komarov, Presidential Plenipotentiary Envoy to the Volga Federal District.

The State Research Center RIAR is celebrating its 70th anniversary. Governor Alexey Russkikh spoke about Rosatom’s project to build the modern MBIR nuclear reactor, fundamental research, and the creation of unique products ranging from innovative materials to radioisotopes for cancer treatment. We maintain close cooperation with Rosatom and the State Research Center RIAR, which helps us develop comfortable infrastructure for residents of the nuclear scientists’ city.

Russian Minister of Science and Higher Education Valery Falkov visited the region’s leading universities and the research and production enterprise “Iskra Plant,” where they discussed scientific and staffing support for the region’s enterprises. The scientific and educational development of the Ulyanovsk Region received high praise.

Arkhangelsk Region
At a meeting with Viktor Rudenko, Chair of the Ural Branch of the Russian Academy of Sciences, Governor Alexander Tsybulsky discussed the participation of the Federal Research Center for Integrated Arctic Research in practical projects.

The governor also chaired a meeting of the presidium of the State Council Commission on “International Cooperation and Export,” where they discussed, among other things, the introduction of a digital standard for the provision of regional services and support measures for exporters.

Republic of Bashkortostan
First Deputy Prime Minister of the Russian Federation Denis Manturov and Head of the Republic Radiy Khabirov visited a production site where unmanned aerial vehicles, electric motors and generators for them are being developed and manufactured, as well as a number of the region’s leading industrial enterprises. Radiy Khabirov paid special attention to the national project “New Materials and Chemistry,” given the scale of development of the regional petrochemical cluster.

Head of the Republic Radiy Khabirov spoke about the construction of the second phase of the Interuniversity Student Campus of the Eurasian REC under the federal project “Creation of a Network of University Campuses.” The outlines of the future student town are already clearly visible. Most of the towers are at a high degree of completion. A state‑of‑the‑art metallography laboratory has also opened at the Interuniversity Campus of the Eurasian REC. This is the result of joint work by Ufa State Petroleum Technological University, the Institute for Problems of Superplasticity of Metals of the Russian Academy of Sciences, and industrial partners.

Novosibirsk Region
The Novosibirsk College of Industrial Technologies received a grant under the federal project “Professionalitet.” This made it possible to set up a modern educational and production center “Mechanical Engineering,” which brings together seven zones: turning, milling, CNC machining, fitting and assembly work, quality control, computer‑aided design, and reverse engineering, Governor Andrey Travnikov reported.

Tomsk Region, Republic of Tatarstan
Rostec State Corporation held a strategy session on the development of radio electronics at Tomsk State University. It was attended by specialists from the Priority Engineering School of KNRTU‑KAI. They presented projects in microelectronics and radio‑electronic systems, as well as their experience in involving students in real engineering developments together with industrial partners.

Nizhny Novgorod Region
Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko held a working meeting with Governor of the Nizhny Novgorod Region Gleb Nikitin. They discussed the development of science, education, youth policy, tourism, and sports in the region.

Krasnoyarsk Territory
The region is preparing to host the all‑Russian Space Week. By decision of the President, it will be held in the country for the first time. One of the key venues will be the city of Zheleznogorsk, as one of the leading centers for the development of the space industry, Governor Mikhail Kotyukov said.
