Key Trends of the Week in Innovation, Industry, and Regional Development across AIRR Regions. Young Scientists for the Technology-Driven Economy In Arkhangelsk Region, three young scientists became winners of the UMNIK-2026 competition organized by the Foundation for Assistance to Small Innovative Enterprises. Each of them will receive RUB 500,000 to implement a research and technology project. Their developments focus on domestic solutions for the Internet of Things, the modeling and verification of unmanned aerial vehicle control systems, and personalized rehabilitation. In 2026, Russia will open another 120 youth laboratories. Novosibirsk and Tomsk Regions are among the leaders in terms of the number of such laboratories, with 86 and 43 laboratories, respectively. Young researchers are working on new materials and chemistry, the bioeconomy, energy, transport technologies, and health-preservation technologies. University Infrastructure as a Driver of Development The city of Irkutsk is planning to establish an inter-university campus comprising an academic and laboratory building, a technology park, accommodation for students and faculty, and a multifunctional sports complex. The project, estimated at approximately RUB 13 billion, is expected to strengthen the region’s talent pool and create conditions for retaining graduates in the Baikal region. In Tyumen Region, construction of the Inter-University Campus is progressing actively. The residence building for research and teaching staff is already more than 95% complete. Since July, construction has also begun on nine additional facilities: four student residence buildings with nearly 5,000 places, an academic and laboratory building, a technology park, a center for supporting talented young people, a physical fitness and recreation center, and a congress center. SKIF Is Creating a New Research Ecosystem Following the opening of the SKIF Collective Use Center in Novosibirsk Region, the development of the Koltsovo science town’s infrastructure is continuing. Ten engineering, social, and transport projects have already been completed, including kindergartens, a school, a physical fitness and recreation center, and a fire station, along with improvements to the surrounding area. Six more projects are planned, including educational, sports, and cultural facilities. The area surrounding SKIF has been reserved for research, technology, industrial, and social projects. Investment in Technological Development At a meeting of the Council for Strategic Development and National Projects chaired by President Vladimir Putin, priorities for the new investment cycle were outlined. These include modernizing production on the basis of new technologies and increasing labor productivity through the use of autonomous systems, industrial robots, digital platforms, and artificial intelligence-based solutions. The meeting was attended by the heads of AIRR regions. Particular attention was paid to creating modern, productive jobs and providing students and working professionals with opportunities to master advanced technologies and regularly upgrade their skills. In Nizhny Novgorod Region, the IT sector continues to grow: the revenue of IT companies exceeded RUB 44 billion in the first half of 2026, increasing by more than 22% year-on-year. The number of industry professionals rose to 23,000. One of the tools used to attract talent was the reimbursement of personal income tax for specialists who relocated to the region. The development of campus infrastructure in Irkutsk Region is also directly linked to the economy’s demand for skilled personnel. The region needs to create conditions that encourage school graduates to enroll in local universities and subsequently work at enterprises and organizations in the Priangarye region.
