Marat Khusnullin urged regions to replicate new infrastructure development mechanisms

A new mechanism for attracting financing into regional infrastructure development—long-term investment agreements—was discussed at the St. Petersburg International Economic Forum, where a meeting of governors from the Association of Innovative Regions of Russia (AIRR) took place with the participation of Deputy Prime Minister of the Russian Federation Marat Khusnullin, who chairs the AIRR Supervisory Board. The Deputy Prime Minister outlined key priorities of state policy in spatial and infrastructure development and emphasized the importance of coordination between the federal center and regional authorities in implementing large-scale projects.

“Last year marked the first year of the new national project ‘Infrastructure for Life.’ Thanks to our joint efforts, despite all challenges, we achieved all planned targets. This shows that we have built an effective system of interaction between the Government and the regions. This is largely facilitated by the Headquarters of the Government Commission on Regional Development, where all governors meet on a weekly basis. This format allows us to synchronize our work and promptly resolve emerging issues. The President has set strategic objectives through 2030, and we are steadily moving toward achieving them. I am confident that together we will accomplish all our plans,” said Marat Khusnullin.

A vivid example of such cooperation is the pilot project between the Tyumen Region and Avtodor Group within a new form of public-private partnership—long-term investment agreements. The project предусматривает the construction of a second transport ring around Tyumen—the “Southern Bypass”—which will help reduce congestion on federal and regional highways, increase transit speeds, and create additional conditions for investment-driven development. Joint financing involving regional authorities, the Government of the Russian Federation, and Avtodor Group will provide a strong boost to the region’s investment growth. An industrial park is being developed within the project’s zone of influence.

“The Tyumen Southern Bypass is a real contribution to enhancing the region’s investment attractiveness. The new route will provide direct access to the industrial park area, where a major distribution center will be located. One of the key criteria in selecting the site was the availability of convenient transport interchanges. The planned bypass will also become an important element for the successful operation of a nationwide thermal resort focused on sports and wellness. Altogether, this represents tens of billions of rubles in investment and thousands of jobs,” said Tyumen Region Governor Alexander Moor.

Marat Khusnullin highly praised the presented project and encouraged AIRR regions to consider replicating such infrastructure development practices.

The Republic of Tatarstan has already joined the initiative. A formal signing ceremony took place at the AIRR platform between the Republic of Tatarstan and Avtodor Group. The document was signed by Rais (Head) of the Republic of Tatarstan Rustam Minnikhanov and Chairman of the Board of the state company Vyacheslav Petushenko. The agreement is aimed at implementing a long-term investment mechanism for territorial development in areas adjacent to the road network and provides for the creation of conditions for further industrial and urban development.
