Russian President Vladimir Putin spoke at the plenary session of the X International Conference on Artificial Intelligence and Machine Learning Artificial Intelligence Journey 2025 – "Journey into the World of Artificial Intelligence," held in Moscow from November 19 to 21. The President announced the need to create a task force to lead the AI industry and instructed the government and regions to develop a national plan for the implementation of generative artificial intelligence.

"Generative artificial intelligence technologies are becoming key, strategic. Not only the largest companies but also leading states compete to possess their own fundamental language models (...) According to various estimates, the development of artificial intelligence may be one of the largest technological projects in history. The main investment direction is increasing computing power as well as creating additional gigawatts of energy, which is crucial for the reliable operation of the entire growing 'digital infrastructure.' I repeat: it is significant not only to have our own technologies. It is important to ensure their widespread practical application. To achieve broad deployment in industry, transport, healthcare, public administration, and other sectors. I would like to dwell a little more on this topic (...) The National Strategy for the Development of Artificial Intelligence sets the goal – the total contribution of this most important technology to the country's GDP by 2030 must exceed 11 trillion rubles. To develop this goal, I ask the Government and regional leaders to form a national plan for implementing generative artificial intelligence at the national level, as well as by industry and regions," said Russian President Vladimir Putin.
